Metro Nashville departments released the Nashville Data Center Impact Assessment and Regulatory Framework on October 5, 2026, covering all of Nashville-Davidson County. The report was prompted by Mayor Freddie O'Connell's Executive Order 59, signed June 15, 2026, and follows the Metro Council's passage of the city's first data center regulations on July 22, 2026.

The regulations limit where facilities can be built based on size and energy use, set noise standards, and restrict on-site fossil fuel generation. They are described as among the strongest in the Southeast. A temporary moratorium on new permits runs through December 1, 2026, though some sources cite December 31.

The report recommends stronger regulatory alignment, improved community engagement, and better vibration-noise rules. It flags vibration, wastewater contamination, and clustering impacts for further study.

Two proposed projects remain contentious. DC BLOX planned a 69,000-square-foot facility near the Nashville Zoo on 20-plus acres purchased for $23 million; a second was proposed on Fisk University's campus. DC BLOX sued Metro Nashville in federal court in August 2026 after the moratorium halted its permits. The Metro Council has authorized eminent domain negotiations for the DC BLOX property, and the zoo rejected DC BLOX's proposed memorandum of understanding.
