UCB Builds $2B Biologics Campus at Rowen in Gwinnett
UCB Inc. is building a 460,000-square-foot biologics manufacturing campus at Rowen in Gwinnett County, a roughly $2 billion investment, the county's largest ever.
The UCB Biologics Manufacturing Campus at Rowen is under construction on Rowen Parkway off Ga. 316 in Gwinnett County. The 460,000-square-foot facility will be UCB's first U.S. biologics manufacturing site. UCB Inc. is developing the project, with PM Group handling design, engineering, and construction management.

At roughly $2 billion, it is the largest capital investment in Gwinnett County history. The 79-acre site, purchased from the Rowen Foundation, will use digital-first manufacturing with AI, robotics, and automation, producing complex biologics 24/7 primarily for the U.S. market.
The campus is projected to generate about $5 billion in total economic impact, with 330-plus permanent jobs averaging more than $72,000 and over 1,000 construction jobs. Gwinnett County has committed more than $174 million in incentives and infrastructure. Design and construction will take six to seven years, with completion expected in 2032 or 2033.
The site was dedicated in October 2026 with a ribbon-cutting for the Emmanuel Janssen Circle roundabout at the campus entrance. UCB's U.S. headquarters is in Smyrna, about 40 miles away.
