The City of Dallas is considering an $8.8 million development loan for Bella Limon, an 86-unit mixed-income complex proposed by O-SDA Industries, LLC at 4311-4329 Belmont Avenue in Dallas. The five-story project is ground-up podium construction in City Council District 2.

The unit mix includes 24 one-bedroom, 46 two-bedroom, and 16 three-bedroom units.

O-SDA is applying for 2026 9% Competitive Low Income Housing Tax Credits from TDHCA. The City of Dallas approved a Resolution of Support on February 11, 2026.

The proposed loan combines $5 million in CDBG or HOME funds with $3.8 million in Mixed-Income Housing Development Bonus fee-in-lieu funds. The loan is conditioned on O-SDA receiving a 2026 9% Housing Tax Credit award.
