414 Union St Tower to Become 360-Room Hotel by Spring 2028
TC Investment Holdings and Scott Borchetta plan to convert the top 10 floors of the 21-story tower at 414 Union St into a 360-room hotel, targeting a spring 2028 opening.

The top 10 floors of the 21-story, 435,525-square-foot tower at 414 Union St will be converted into a 360-room hotel under plans for the Philips Plaza conversion. Public development listings identify Scott Borchetta and Columbus, Ohio-based TC Investment Holdings as the developer. The building will operate as mixed use.
Built in 1977 as a Class A office tower and formerly known as Bank of America Plaza, the building was purchased for $29 million in 2025 by 414 Union Holdings LLC, an ownership group that includes Scott Borchetta and Columbus, Ohio-based TC Investment Holdings.
Gibsons Bar & Steakhouse has leased the first floor. Permit filings in 2025 flagged the top 10 floors for hotel use.
The hotel targets a spring 2028 opening.
