428-Unit Affordable Tower Under Construction in Allapattah

The Residences at Claude Pepper is under construction at 750 NW 18th Terrace in Allapattah. The 15-story building will contain 428 units across 312,992 square feet, with completion expected in September 2028. Related Urban Development Group is developing, with architecture by CFE Architects.

Construction started in June 2026. The project replaces the Mildred & Claude Pepper Tower, a 166-unit, 12-story senior housing building from 1969-70, on a 2.86-acre parcel under a 99-year ground lease with Miami-Dade County. Earlier filings proposed a 14-story, 398-unit version.

Of the 428 apartments, 397 are affordable at 20 to 80 percent of AMI, 31 are set aside at up to 120 percent of AMI, and 83 are reserved for special needs residents. Financing includes $107 million in Florida Housing Multifamily Mortgage Revenue Bonds, roughly $74 million in 4 percent LIHTC equity from Wells Fargo, a $3 million SAIL loan, and a $3 million sponsor loan.

Amenities include a fitness center, co-working lab, multipurpose room, package room, bike storage, landscaped courtyard with BBQ area, tot lot, and pool deck with grilling stations. The project also includes a 4,400-square-foot community center and 410 covered parking spaces.
