Financing included $16.34 million in federal Low-Income Housing Tax Credits and $161,000 in federal 45L energy-efficiency credits. Reported total project cost is $30.5 million. Babers Manor is the third phase of the Stop Six Choice Neighborhood Initiative, backed by a $35 million HUD Choice Neighborhoods Implementation Grant awarded in April 2020. The initiative aims to replace 300 former Cavile Place units with roughly 1,000 mixed-income homes, leveraging an estimated $345 million in investment. The development is named for Clarence Donald Babers (1946-2020), a longtime HUD regional administrator and community advocate.
