Waterline, Texas' Tallest Tower, Complete at 98 Red River
Waterline, the 74-story mixed-use tower at 98 Red River Street, is complete with 352 apartments, a 252-key 1 Hotel and 703,000 SF of office space.

Waterline is complete at 98 Red River Street in downtown Austin. New finish-out permits have been issued for the tower, including seven filings covering 13 multifamily units each and one for the residential lobby. The 74-story tower holds 352 apartments, 252 hotel rooms and roughly 2.7 million square feet. Lincoln Property Company and Kairoi Residential developed the project.

At 1,025 feet, Waterline is the tallest building in Texas. The 1 Hotel Austin occupies the first 16 floors and opened in September 2026. The 352 apartments, branded Bosque Residences, span 33 floors and range from 701 to 2,803 square feet. The tower also includes 703,000 square feet of office space.

Construction wrapped up in 48 months, two months ahead of a 50-month planned schedule. DPR Construction served as general contractor, with more than 6,800 skilled workers and 150 trade partners on the project. A $675 million construction loan backed the project.

The tower sits on a site of more than three acres and creates a ground-level connection to Waterloo Greenway's 13-acre Confluence. The developers pledged $1 million to the Waterloo Greenway project.
