Construction is underway on the Belvedere Plaza redevelopment at 3479 Memorial Drive in Decatur, at the intersection of Memorial Drive and Columbia Drive. Hutton is redeveloping the 89,780-square-foot retail center, with work starting October 1 and completion expected by March 31, 2027.

The scope includes new storefronts, facade improvements, new roofs, resurfaced parking, upgraded signage, and site enhancements. The former Kroger space, vacant since June 2025, is being subdivided into three spaces of roughly 9,000, 30,600, and 26,000 square feet. A 24,180-square-foot grocery store is planned at the Columbia Drive end in a later 2027 phase. Existing tenants include Planet Fitness, Hibbett, Dollar Tree, and Value Village.

Decide DeKalb unanimously approved a $3 million TAD Urban Renewal Fund grant in June 2026, about 12.3 percent of total project cost. The grant drops by $600,000 if Hutton fails to land a full-service grocer. Hutton has owned the property since May 2022. The project is expected to create 350 jobs, including 100 permanent positions.
