Toronto's Major Streets rezoning is in force, permitting townhouses and small apartment buildings up to six storeys and 60 units as-of-right on more than 31,000 lots city-wide.

OPA 727 (By-law 1061-2025) and Zoning By-law Amendment 1062-2025 took effect through an Ontario Land Tribunal decision on September 11, 2025. The reforms build on earlier multiplex changes: four-unit multiplexes have been permitted city-wide since May 2023 (By-law 474-2023), and sixplexes were added in June 2025 in Toronto and East York District and Ward 23 only (OPA 818, By-law 654-2025).

Because the sixplex rule was not city-wide, Ottawa cut $10 million from Toronto's $471 million Housing Accelerator Fund in January 2026. The city has cut development charges on family-sized flats with two or more bedrooms by 60 per cent and eliminated them for multiplexes. Minimum parking requirements have been removed city-wide.
