Council Denies Land-Use Change for 4-Unit North Boulevard Site
Tampa City Council denied a land-use change for a cemetery-classified site at 3541 North Boulevard, blocking a proposal for up to four residential units.

Tampa City Council unanimously denied a land-use change on September 24, 2026, blocking a proposal for up to four residential units at 3541 North Boulevard (33603). Curtis Carlin was the prospective buyer, who planned to build a home for his family on the site.
The site sits adjacent to Showmen's Rest, Beth Israel and Woodlawn Cemeteries and is classified as cemetery in county property records. The current land use bars residential and commercial buildings, so the project required the change to proceed.

The Hillsborough City-County Planning Commission recommended approval earlier in September, but the council voted against it. A ground-penetrating radar study by USF researcher Erin Kimmerle found no burials in tested areas but could not rule out graves across the entire parcel.
This is the council's second rejection for the property; a similar townhouse request was denied in 2021. The property listed for sale in 2025 at $750,000.
