Right to Know Rezoning Notice Bill Passes First Reading
Councilman Rollin Horton's Right to Know bill would require mailed rezoning notices to all dwelling units within 1,000 feet countywide.

Councilman Rollin Horton's Right to Know Rezoning Notice Bill (BL2026-1610) would expand rezoning notice requirements countywide. The District 20 councilman's measure has 13 co-sponsors.
The bill amends Section 17.40.720 of the Metropolitan Code, requiring mailed notices to all dwelling units on and within 1,000 feet of a parcel in a zoning map amendment. For multi-family or mobile home park subject properties, applicants must post a sign at each ingress and egress. The measure targets the roughly half of Nashville residents who rent.

Developers would cover mailing costs, estimated at 25 cents per mailing. Metro Planning would manage the process.
The bill was filed October 12, passed first reading October 20 by voice vote, and was deferred the same day. A public hearing is set for February 2, 2027. If adopted, it takes effect January 1, 2028.
