Bimini Grove CR LLC, a partnership between Coral Rock Development Group and former NFL player Jonathan Vilma's Trè Bèl Holdings, has proposed redeveloping the Stirrup Plaza public housing site at 3707 Percival Ave in West Grove. The six-story project would deliver 301 units on the 2.92-acre site at an estimated cost of $114 million.

The site currently holds 24 public housing units built between 1939 and 1975. The proposed mix is 40 percent affordable at up to 60 percent AMI, roughly 120 units, and 60 percent workforce housing.

The proposal responds to Miami-Dade County RFP Event No. EVN0047733, authorized by the County Commission in October 2025 and sponsored by District 7 Commissioner Raquel Regalado. The RFP calls for at least 300 affordable and workforce units with a six-story height cap.

The project fits a broader county push to replace low-rise public housing along the Douglas Road corridor with larger mixed-income developments. West Grove residents have raised concerns about the pace and scale of redevelopment and potential displacement of existing residents.

The proposal remains in the solicitation stage. The county's competitive review will determine the selected developer and final scope before approvals or construction.
