Dallas Releases First Draft of Zoning Code Overhaul
Dallas has released Public Draft #1 of its first comprehensive zoning code revision in more than 40 years, with adoption targeted for August 2027.

The City of Dallas released Public Draft #1 of its comprehensive zoning code revision on November 5, 2026, opening it for public review at www.DallasZoningReform.com. The rewrite is the first comprehensive update to the Dallas Development Code in more than 40 years; the last major update dates to the 1980s. The Planning & Development Department is leading the effort.

The department briefed the City Plan Commission on November 5 at 9:00 a.m., alongside lead consultant Camiros, Ltd. The proposed code aims to simplify and modernize zoning rules, expand housing options, simplify mixed-use zoning, separate heavy industrial uses from residential areas, strengthen tree canopy protections, and improve design standards. It incorporates the vision of ForwardDallas 2.0, the comprehensive land use plan adopted in September 2024.

Camiros, Ltd., a Chicago-based urban planning firm, is the lead consultant. Utile contributes urban design, housing and land use expertise. Zoe Communications Agency handles communications.

Public input on Draft #1 will inform a second draft. Adoption is anticipated around August 2027.
