120-Unit Rock Hill Affordable Project Clears First Council Vote
JM Cope Construction's Wilhurst Village, 120 affordable units at 513 & 542 Rauch Street in Rock Hill, won initial council approval to redevelop the former Midtown Apartments site.
Wilhurst Village Apartments, a 120-unit affordable housing development, is proposed for 513 & 542 Rauch Street in Rock Hill, redeveloping the former Midtown Apartments site, vacant for more than a decade. JM Cope Construction, led by Andrew Cope, is the petitioner.
The project spans four three-story buildings on roughly 12 acres, with all 120 units affordable. The site covers tax parcels 598-19-01-023 and -025.
Petition Case M-2026-12 seeks a new Master Planned Residential (MP-R) zoning district. Plans include open space, environmental and tree preservation, a future public recreation easement, and road improvements to Rauch Street between Roddey and adjacent areas.
The Rock Hill Planning Commission heard the proposal October 6, 2026. City Council has granted initial approval; the rezoning requires a second and final reading.
