Miami-Dade REDPAD Acreage Cut Heads to Final Vote
Ordinance cutting the REDPAD minimum site size from 50 to 30 gross acres faces a second reading and public hearing October 20, 2026.

A countywide ordinance reducing the minimum site size for Retail Entertainment District Planned Area Development (REDPAD) projects is nearing final adoption in Miami-Dade. Ordinance File No. 261580, introduced by Commissioner Oliver G. Gilbert III on September 9, 2026, would cut the minimum from 50 gross acres to 30, a 40 percent reduction. It passed unanimously on first reading October 6. A second reading and public hearing is set for October 20.

Ordinance No. 17-43 created the REDPAD district on July 6, 2017, with the 50-acre minimum. The companion Employment Center Planned Area Development District (ECPAD) requires only 10 acres, and the Comprehensive Development Master Plan prescribes no REDPAD minimum.
The amendment targets development as land for large-scale projects runs out. Triple Five Group's American Dream Miami mega-mall, unbuilt after more than a decade of planning, exemplifies the large-format projects the district was designed for. The change would open REDPAD to smaller retail and entertainment sites countywide.
