Miami's planning board voted to advance a rezoning of 26 West Grove properties along Grand Avenue, doubling allowable residential density to 36 units per acre.

Miami's Planning, Zoning and Appeals Board voted unanimously on September 16, 2026 to authorize city staff to prepare a rezoning application for 26 properties along Washington Avenue fronting Grand Avenue, between Douglas Road and Jefferson Street in West Grove. The addresses include 3728-3997 Washington Avenue and 3870, 3894 and 3902 Grand Avenue.

The vote does not rezone the properties. The proposal must return to PZAB for a full hearing and recommendation before advancing to the City Commission. If approved, zoning would shift from T3-O to T4-L, and the future land use map designation from Duplex Residential to Low Density Restricted Commercial.

The change would double allowable density from 18 to 36 units per acre, with no affordable housing requirements. T4-L properties could qualify for development under Florida's Live Local Act. Miami District 2 Commissioner Damian Pardo is sponsoring the effort.

The proposal has been delayed, revised and withdrawn multiple times; city staff have reviewed at least three versions. A prior version set for PZAB in May 2026 was withdrawn the night before the meeting over limited community engagement. A related proposal to rezone 11 properties on Thomas Avenue between Douglas Road and Plaza Street was not included in the September vote. Architect Clara Garcia owns 3870 Grand Avenue and 3893 Washington Avenue, both within the rezoning area.
