Lakeway Approves Town Center Expansion Phases 3-4
Lakeway City Council unanimously approved PUD rezoning for the 30.94-acre Lakeway Town Center expansion on Lohmans Crossing Road, developed by Tom DeCicco.

Lakeway City Council unanimously approved PUD rezoning Sept. 21 for Phases 3 and 4 of the Lakeway Town Center expansion on Lohmans Crossing Road. The mixed-use project will include restaurants, retail, and drive-throughs in buildings up to 45 feet tall. Tom DeCicco of Lakeway Plaza Partners is the developer.
The rezoning covers 30.94 acres across 14 privately owned parcels, changing the designation from C-1 (office/retail) and C-2 (commercial/light industrial) to PUD. Phases one and two, roughly 15 acres, are complete with Juiceland, Starbucks, CVS, and PNC Bank. Phase three spans over seven acres and is partially developed by Stow-Away Storage. Phase four covers more than eight acres and is undeveloped.
The plan removes the Stow-Away facility, links the phases, and adds new buildings with 80% masonry. Council capped drive-throughs at four across both phases, two each, with additional ones requiring a special use permit. A hotel or brewery would also need a special-use permit. Outdoor live music is prohibited over noise concerns, and landscaping buffers are required. An updated traffic impact analysis must precede Phase 3 site plan approval.
Yaupon Creek HOA residents opposed the PUD, citing noise, odor, traffic, and natural area concerns. Phase 3 businesses are targeted to open mid-2028, with Phase 4 delivery and project completion expected by mid-2029.
