Gwinnett Place Mall Redevelopment Proposed in Duluth
The Global Villages redevelopment of the former Gwinnett Place Mall in Duluth calls for up to 3,800 residential units across 87.5 acres.

The Gwinnett Place Mall redevelopment, known as Global Villages, is proposed for 2100 Pleasant Hill Rd in Duluth. The mixed-use project would bring 2,700 to 3,800 residential units in buildings four to seven stories tall. VHB is the architect.

Gwinnett County's Urban Redevelopment Agency and the county own a combined 87.5 acres of the former mall and surrounding property. Total cost is estimated at $935 million, with nearly $160 million in anticipated public investment. Plans call for 55,000 square feet of retail, 50,000 square feet of office, and a 50,000-square-foot international community cultural center. The site would include 12.7 acres of parks anchored by a central park, plus greenway trails, pocket parks, and community gardens.

The redevelopment is expected to unfold over 20 years. CBRE is consulting, and the county issued a national RFP for a master developer in September 2025, with responses due December 16, 2025. The site could qualify for federal Opportunity Zone 2.0 tax benefits under Georgia's nominated census tracts.
A Gwinnett Place Transit Center is planned on site, funded largely by the Federal Transit Administration and targeting a 2032 opening. The project includes bus rapid transit access.
