330-Unit Ybor City Apartment Rezoning Clears First Reading

A 330-unit apartment redevelopment is proposed at 1605 N Waters Ct, adjacent to Ybor City and the Gasworx master redevelopment. Tampa Park Apartments Redevelopment calls for a five-story building, 60 feet maximum height, on a 3.33-acre site. Tampa Park Apts Inc is the applicant; Truett Gardner of Gardner Brewer Hudson, P.A. is agent.

Rezoning application REZ-26-60 requests a change from YC-2 to YC-9 (Residential Multiple Family). Companion plan amendment TA/CPA 26-01 would shift the future land use designation from CMU-35 to UMU-60. The Planning Commission recommended approval at 325 units and 2.9 FAR, with design conditions on the height datum, tiered stepbacks, and broken massing to protect Ybor City design values.

The 145,300-square-foot site previously listed at $16 million as a multifamily redevelopment opportunity. The project is part of the larger Tampa Park Apartments and Gasworx redevelopment led by Darryl Shaw and KETTLER. Plans include terracitas, tiered stepbacks, and a wrapped structured parking garage.

Council held the first reading at its October 8, 2026 evening session. A second reading is required before the rezoning and plan amendment take effect.
