Metro records show a building permit dated Oct. 1, 2026 to construct a 1,431-square-foot shell building at 1103 Calvin Avenue in Lockeland Springs-East End, the site of the 1921 retail building that formerly housed The Groove record store for nearly 20 years. The permit lists a construction value of $222,120 and names Will Jenner as contractor. It must comply with HCN2026035996, may not sit over any easements, and will require a separate build-out permit.

Owner Condit Properties must rebuild at its own expense. The building, a contributing structure to the Lockeland Springs-East End Neighborhood Conservation Overlay, was demolished Feb. 16, 2026 without preservation or codes permits. On March 18, the commission denied the owner's retroactive permit application, ordered the rebuild, and required plans within 180 days and construction start within a year.

The replacement design won approval in May 2026 with conditions on siding reveal, window arrangement, porch details and final material review. The design adds an ADA-accessible side porch and alters some side windows.

Metro has flagged all Condit Properties holdings, blocking new permit applications. Construction on the Calvin Avenue replica must begin within a year of the March order.
