Loews Hotels & Co has signed a letter of intent for a 500-room hotel at Penn Avenue and 10th Street, attached to the David L. Lawrence Convention Center.

Loews Hotels & Co has signed a letter of intent to build a 500-room hotel at Penn Avenue and 10th Street, attached to the David L. Lawrence Convention Center. The hotel would include a restaurant. State, county and city officials signed the LOI with Loews on May 14, 2026.
The project carries a $418 million total investment. Loews is committing $135 million, Pennsylvania $30 million, and Allegheny County the largest local share. The hotel would rise on two parking lots at Penn Avenue and 10th Street.
The project is expected to create 1,200 union construction jobs and 400 permanent union jobs, and has been expedited into the state's Permit Fast Track Program. No groundbreaking date is set, though some officials expect it as early as 2027. Mayor O'Connor estimates construction at about 24 months.
