HG-Blair Approved at Hazelwood Green
Trek Development's HG-Blair, a 46-unit, five-story mixed-use building at Blair and Eliza streets in Hazelwood, has won city approval with 44 affordable units.

HG-Blair, a 46-unit, five-story mixed-use building at Blair and Eliza streets in Hazelwood, has been approved. The project is the second affordable housing phase of Hazelwood Green, following HG-Lytle. Trek Development is developing the $24.5 million project.
The unit mix includes 29 one-bedroom, 10 two-bedroom, and 7 three-bedroom apartments. Forty-four units will be affordable at or below 60 percent AMI, with two market-rate. Six units will be fully accessible and two designed for residents with sensory impairments. Amenities include a community space, children's room, fitness room, reading room, and up to 2,600 square feet of ground-floor commercial space.
The project is part of the Woodlawn Lofts cluster on the former Jones & Laughlin steel mill site. Up to 24 project-based vouchers from the Housing Authority of the City of Pittsburgh are planned, about half reserved for Pittsburgh Scholar House participants. HG-Blair received a $1.85 million conditional LIHTC reservation from PHFA in October 2025. The Planning Commission approved the project April 7, 2026, and the URA board approved Rental Gap Program funding in May 2026.
