228-Unit Mixed-Use Project Proposed for Uptown Pittsburgh
Collier Development Co. proposes a six-story, 228-unit mixed-use building at 1100 Fifth Avenue in Uptown, across from PPG Paints Arena.

Collier Development Co. has proposed a 228-unit apartment project at 1100 Fifth Avenue in Uptown. The six-story building would include ground-floor retail, lower-level parking, and apartments above.
The plan requires demolishing three condemned three-story commercial buildings on the site, across from PPG Paints Arena. Uptown Partners reviewed the demolition at a Development Activities Meeting on December 15, 2025. The Planning Commission heard a briefing on November 3, 2026, but took no vote.
No application for the new building had been filed as of November 2026. The applicant estimated roughly a year before construction could begin and plans to backfill and level the site in the meantime. The property sits in the Uptown Public Realm zoning district, where surface parking is not permitted.
The applicant bought the property in 2025 without development plans. The Mayor's office later approached the company about developing the site.
