Phase 1 focuses on the park's Biscayne Bay frontage. Planned amenities include a baywalk, kayak launch, living shoreline, coastal marshes, and wayfinding signage. The living shoreline and marsh components serve as natural edge treatments along the bay.

Completion is set for December 31, 2028. Funding comes through the Omni Community Redevelopment Agency's 2026 Redevelopment Bond Program, which has also shifted from proposed to approved.

Margaret Pace Park sits directly on Biscayne Bay along North Bayshore Drive, one of the city's older waterfront public spaces serving the residential corridor north of downtown.
