Mayor O'Connell's fourth capital spending plan for FY2027 totals $544.72 million, roughly $13 million above last year's $532 million plan. A new Metro Affordable Housing Database Resolution tracked alongside the plan reports 1,106 affordable units, with $8 million allocated for housing infrastructure tied to MDHA's Napier Place and Sudekum Apartments revitalization.

The largest allocation is $202 million for public facilities, including $75 million to relocate the Metro Southeast campus, a move required within two years due to Nashville International Airport construction. The plan also dedicates $44 million for three new fire stations and upgrades to existing stations, $2.7 million for libraries including the new Richland Park branch, and $5 million for Metro Action Commission Head Start facility upgrades.

Metro Nashville Public Schools would receive $107.4 million. Projects include a new Antioch Cluster elementary school estimated at $28.5 million to serve about 650 students and address overcrowding, plus work at Nashville School for the Arts, Amqui, and Neely's Bend, and stadiums for Hume-Fogg and Martin Luther King high schools. NDOT is allocated $86.3 million for roads, bridges, safety projects, Vision Zero, sidewalks, and signals.

Remaining allocations: $14.3 million for parks, including $4.6 million to complete the Cumberland River and Seven Mile Creek greenways; $20 million for Metro Water stormwater work; and $12.5 million for WeGo Access Ride and bus replacements.

The plan requires Metro Council approval before funds are allocated to individual projects.
