State Seeks Master Developer for Capitol Parking Lot Redevelopment

Tennessee has issued an RFQ for a master developer to redevelop five state-owned parking lots near the State Capitol at 637 Rosa L. Parks Blvd into mixed-use space.

Tennessee is seeking a master developer to redevelop five state-owned surface parking lots surrounding the State Capitol, centered at 637 Rosa L. Parks Blvd along James Robertson Parkway, into a mixed-use district.

The RFQ includes 800 parking spaces in the project specifications to serve the redeveloped site and surrounding government functions.

The RFQ is the first step in the state's procurement process. The state will shortlist respondents and may issue an RFP before selecting a master developer. Building programs, heights, unit counts, and square footage will be defined as the process advances.

The site sits at the intersection of Rosa L. Parks Boulevard and James Robertson Parkway, with direct access to the Capitol, Bicentennial Capitol Mall State Park, and the downtown core, plus connections to I-65 and I-40 via James Robertson Parkway.
